Teachers; what would you do if you have students who don't want to learn?

Would you motivate them or just ignore them? I'm not really sure. I always thought that maybe students wouldn't want to learn because they have troubles at home or something and its up to the teacher to make a difference in their lives by not being so harsh on them. But then, I always see a lot of teachers who just don't want to waste time on anyone who doesn't want to learn. I see both points in not wanting to waste time on those who don't want to learn but also teachers need to motivate students to learn. I don't exactly know which one is the right thing to do.
