Your forgetting the other part of that. Ron Paul believes people damaged can sue to recover their loss, and right now that is a factor motivating BP to clean up. They owe a lot of people for damages from the spill, and it just gets worse everyday. Plus they Have to be in the gulf drilling oil to survive, another market force. They are spending and cleanig up so they don't get kicked out of the gulf.
