It's because American Dad has a contract with [adult swim] for exclusive cable rights that TBS can't air it. When the contract comes up for renewal then perhaps Turner can negotiate for it to air on TBS and [adult swim], but the current contract prevents it from airing on TBS much like you don't see the newest Family Guy episodes on TBS for the same reason.
