Taking away drivers lic. for not paying bicycle ticket?

Well it's a little more than a ticket now was $200 failure to pay on time now $500. They say I need to pay $200 to get a hearing if I want to argue the $500 fine. Otherwise they will suspend my drivers lic. Question. Is this fishy at all? Is suspending my drivers lic. considered punishment? Or they will give my lic. back only after I pay the $500? Anyways I'm wondering if anyone has any ideas before I send them a letter. What to say? (can't pay $200 for hearing or $500. Don't really need my lic. but still you know that kinda sucks. Kinda pissed cuz it seemed like a B.S. TICKET IN THE FIRST PLACE!

If so, I think paying $200 to get your day in court is unconstitutional.

There may be a statute in your state that allows for the suspension of licenses ( driver's business, etc) in the case of unpaid tickets, fines, child support, etc. That has been upheld by the courts.

But the paying $200 to get a hearing.....uh huh. I'd like to know the statute that allows that, because that's where I think this is really wrong. The burden is on them to prove your guilt, at their expense, not on you to prove your innocence, at your expense.
