Taking a salt shaker from a restaurant is stealing right?

I'm reading a fictional novel and there was a scene there where the guy's friend took the salt shaker from the restaurant and claimed to borrow it since he'll bring it back. Well the guy insists it's stealing.
It's stealing right? I know this sounds like a no brainer question but humor me lol
