tail light/ running lights 1997 honda civic.. how do i fix it?

my tail lights werent working on my 1997 2door honda civic so i figured it was because of the bulbs so i replaced them and realized that when i turn my lights on at night the tail lights dont come on at all????? how do i fix this! they only work when i step on the brake. what do i need to buy??
