T-Mobile never changed my bill plan and now are billing me the overage?

I called TMobile in Nov. 2009 to change my plan to a better plan. They never did it and now have billed me over 600 in extra amounts. I have had 4 calls and have to wait till Monday to talk to a supervisor of the supervisor, etc. They said they have no record of changing my plan, etc. I told them it's not my problem and I expect the bill to be adjusted accordingly.
I am unemployed and there's no way I can pay such a bill that is thier fault as if they properly changed the bill in the first place I wouldn't have this huge bill for extra amounts.
 
Well, if they have no record of your call or your request, you may be stuck. Here's the thing: changes in plans can begin immediately or on a specific date. If you were expecting a change to happen from November, why did you wait so long before calling them? I look at my account online frequently, and any changes usually appear immediately or within a day.

I don't think you'll have much of a case, honestly.
