I would not think so. There is a clear plastic coating over the screen, and I am pretty sure it is glass after that, and also the tip of your stylus is also plastic. Therefore it would take a pretty hefty charge to jump all that. However, seeing that your location is the "Frozen north", may be you can get such a charge. However, if it was such a static charge, I would expect something more dramatic. About three years ago, I had a static discharge through my thumb into the screen of my Handspring Prism that was turned off sitting in the cradle. The device actually turned on, but then locked up.
Any ways, I would think more likely an unsteady hand or a flaky digitizer is the cause of this problem. To test, the next time this happens, open up Note Pad and try to draw a grid of dots, holding the stylus on each dot for a moment. If you have a flaky you may get for some of the dots more of a line. If this is the problem, sorry I currently have no solution.
A possible work around: Change the way you operate. Instead of tapping on the event to see the details, tap on the date above the details. This will jump you to the day view for that day where you can see all the events for that day without risking moving an event.
