Switching to AT&T (from Alltel): should I pick AT&T's "home" option or "public"

option? What's the difference?
Yes, I suppose it is vague, but I'm only wanting a very general idea of what the differences are between the "home" and "public" options available.

For example, is the "public" option only available for public employees (governmental/corporate/etc)?
