Switch my cat from being outdoors to being inside?

I have 2 cats 1 dog. Only 1 cat is in outside/inside cat, he is in right now because it is hot, but I want to keep it that way. Yesterday he killed a bird and left it in my yard, then my dog got to it and bit the dead birds head off. yuck. It was gross and then my dogs breath smelled so bad, I bathed her and brushed her teeth. But still, I want to avoid things like that, my cat is always killing things: birds, baby possums, etc.. So what should I do? When he is wining to be let out, how can I distract him from wanting to go outside? Thanks.
 
Do u have a seprate room 4 your cats? If u do, fill the room with trees and plant and make it feel like the outdoors. Also, let him out less and less day by day. DO NOT, not let him out at all in on day. u can also buy toy animals that r the animals he kills. BUT NOT STUFFED animals unless u r willing 2 buy a new one every week or so.
