Suzuki Samurai running hot/overheating issue?

My father-in-law has an '86 Sami and he's having a heating issue that has me sort of perplexed. It only has about 68,000 on the clock and is in great running shape. When he bought it, upon start up, there would be some vapor coming from the exhaust and ran on the hot side There was no trace of water in the oil and no visible leaks. He ran some block sealer in it and it seemed to fix the overheating issue for a few weeks. He was coming out of the mountains a couple weeks back and it started overheating again. And again, no water in the oil and no leaks. Is it a head gasket that needs to be replaced and machine the cylinder head or is it a radiator issue? Any ideas??
