if you looked at this salt NaCLO and it's ions... Na^+1 + ClO^-1, you have to consider the relative acid.
HClO is a weak acid, can be ionized into H^+1 + ClO^-1
all weak acids will have stronger bases (lewis law)
thus perchloric acid HClO is a weak acid will have relatively stronger bases. and will show ionization like its very reversible.
HClO ----------->H^+1 + ClO^-1
HClO <--------------------- H^+1 + ClO^-1
