No its not.
Here's why.
While introducing the 3d element to RPGs, the story was silly. I mean talk about an identity crisis. VIII had so much of a better story, better sound, and while they have essentially the same battle system, ATB was tweaked every year except for X and X2.
Sephiroth wasn't even that much of a badass. Kefka was pure evil. I mean come on. He built a monument to chaos.
And the supporting cast? GAY? Come on? Tifa with her huge boobs couldn't bag identity-crisis Cloud? Red XIII being the only fire tailed wolf in the world? Cid was badass with his spear. But Barrett? Token black guy anyone? With a machine gun at that?
The music? While Uematsu certainly redeemed himself with Reunion and the piano soundtrack (Advent Children as well), the music was horrid. Electro-nightmare. But Jenova fucking hits in cars.
The graphics? Ugh. Won't even go there. How do you transition from blocky people to actual real life impersonators in fights? Makes no sense.
Did I mention the story? Yeah.

super mario rpg was the first rpg i ever played, I actually bought it thinking it was another side scroller and was completely fucking baffled by the fighting system etc when I got home. However after a few hours I was in love and beat that damn game Course... no other rpg will come close to ff7 in my eyes, it was such an awakening for me in the rpg realm.
I've gone back and played the old awesome snes rpgs but because I played ff7 first nothing has every come close.

Super Mario RPG was a great game, but it doesn't match up to Chrono Trigger. That being said, it would be nice to see both on the Virtual Console within the next few months, but I doubt Chrono Trigger will
