Sucky work? or something to complain about?

My boyfriend works for a small-medium moving and installation business in CA.....the two owners are snakes..he works as a full time driver and is getting more then 40hrs every week and is getting paid 14 dollars/hr. He gets no benefits..sometimes his day starts at 5:30am and isnt done till 5pm..they have 6 drivers and they only use 3 (including my bf) i mean they slave him away and dont even give him days off..and he even works on saturdays sometimes..can he complain somewhere?or is this just a sucky a s s job? cuz the "HR Dept" apparently some worker there asked for a raise or for benefits and the owner pointed at a box on the floor and said that, that was full of applications of people waiting to take his job..ugh slap in the face or what??
I ment to write the hr dept is the two owners
 
just a sucky ass job. complain and he won't even have that. if he wants a better job, he needs to get one. you can't make a crappy job into a good one.
