Strange whine? Noise?

When someone turns on a TV and running on for a while, I always hear this really high pitch hum or whine. Does anyone experience this? If you do, what is it? And when there is a silence so great, like when your at the bed at night, I hear this nnnnnn noise, a really high pitch one. What is it? Thanks!


Note: The closest category to this was TV, So don't tell me about it, I know.
