Strange prl versions

When I OTA my girlfriend's flashed Sanyo Sprint Vision -> CriK fone (and on her last fone too, a flashed Sammy a560) they pull strange prl versions. One was 10000-something (10 thousand something -- I don't remeraber exactly) and the most recent was 999 (it was at 1039 before I OTA'd it). Mine (a flashed Sammy a900) always gets the usual 1040. Since AFAIK CriK hasn't installed EVDO gear here in 720/303-land, I'm out of guesses as to why hers keep pulling strange prl versions. She does seem to be getting even the newer local coverage areas, as well as decent roaming, on this 999. Anyone got knowledge?
 
Its a mystery to me also.

I flashed a 6700 for a buddy. He took it to Charleston, before leaving he OTA'ed the phone several time, got PRL 1039 every time. That PRL doesn't have the Charleston market in it.

So I had to send him a PRL.

I just got a 1112 PRL a few days ago, apears to be the latest non roaming PRL.
