True. the volume of a gas is affected by temperature and pressure much more so that solids and liquids.
 
It depends on the context. I think I would say true, because what they are getting at is that temperature and pressure DOES have an influence. If you want to discuss properties you need to be able to have a level playing field, so all at the same temperature and pressure. Some people would use RTP (room temp and pressure, ie 25?C and 1 atm) instead of STP (standard, ie 0?C and 1 atm). But as long as you pick one and stick to it, you are being consistent and you can make comparisons.
