Storms outside, any housetraining advice?

We are still working on the potty training for my puppy Berkley and he has been doing really really good... But today we have had bad storms and we have more to come... I tried to take him outside this morning and he didnt like the rain at all.. he would just sit there and shake and not move then he would run back to the front door.. we live in an apartment so its not like we can just let him outside in our backyard... I tried to take him on the patio to go potty but i didnt have a way of letting him know he could go pee/poo on the patio.... so hubby went and got some puppy pads and we were gonna try those out.. but i dont want him thinking its ok to go potty inside at all... so i'm confused on if its ok to use the puppy pads or what we should be doing about taking our lil guy out to potty when its pouring rain or even sprinkling.. please help!!!
NEW DETAILS -- don't think that he is scared of the storm.. he just doesnt like to be cold and wet... Took him outside earlier to go potty.. he peed then came inside.. I fed him and ran upstairs, he was still downstairs eating then came up like a min later, pooped infront of the closet *not on the puppy pad* and then jumped up to get in bed with me.. i picked up poop, then picked him up and sat him on the puppy pad.. but I'm just going to have to keep taking him out in the rain and he is gonna have to deal with is until I can get one of those Puppy Patches for outside patio.. Think I'm going to get one of those next pay day and see if he will use that like in the early mornings when we go out to potty.
Anyone else ever used those?
MORE ADDED NEWS --- Took Berkley out to potty outside again and he went and did his business then ran for the door.. no more accidents outside.. so yeah I had to suck it up and get wet too, but I dry him off really good when he comes in so he is used to getting dried off and warm after he comes in so i dont think he hates it soo much now! Yay for Berkley!! TY to everyone for your advice!
