Stopping garden weeds in beds and pavers?

My garden is currently taken over by weeds but I am planning on re-landscaping the whole thing before next summer and am working out what I'll do.

I have a range of garden beds and also a paved area with garden paths. I've tried all sorts of sprays on the pavers but weeds still come through.

I've seen a black plastic lining in some gardens and on tv that can be used under the pavers and also in the garden beds - what is this? Would garbage bags work? I can not find it to purchase in any stores.
