stolen cell phone question?

some one stole my htc hd2 the begining of this month i got his license plate number and made a report to the police same day. tmobile has not had the phone this whole month so i tried to cancel and they are charging me a 200 dollar cancellation fee is there way i can avoid paying that. is there a way i can trace that plate number
