Yes 2 billion went to brazil for oil, but it was not an executive order and it wasn't under Obama. It was loans approved from a bank under Bush.
 
Since oil spills by tankers are 7 times more likely to happen than from an oil rig, and tankers have spilled 4 times as much oil than from oil rigs.

I'm personally glad that Obama is trying to make sure we don't drill off shore, instead he is having us import more and more oil via tankers, thus reduc.... er, um, sorry, forget what I just said. Logic has failed Obama.

If he is right ( which he isn't btw), then the oil would be like.....the entire ocean...amirite? btw, the oildrum is an outstanding resource for up to date information on the oil spill: causes, progress, challenges, other observations as it relates to peak oil. a really fantastic site.
