Stewie question

I think it was concieved to make Stewie sound like a super-genius, and many people can associate English/Upper-class accents with intellectualists. (Brilliant analysis, I know.....)
 
^That, and because it's just funny to see a baby with such a well-developed and accented dialogue that makes him sound diabolical. :D
 
Initially, Stewie was supposed to be an infant version of an evil genius, like a Bond villain, so like many Bond-style villains he has the faux English accent. Of course, nowadays Stewie can hardly be classified as an evil baby genius. As Dr Tooth put it, the current Stewie is just a short, effeminate weirdo who thinks he's funnier than he is.
 
I dunno, he can still branch out into villainy if he feels like it (Stewie Kills Lois being the prime example.) And while I do think he's been overall a weaker character than he once was nowadays, I think he always was supposed to be effeminate/gay (it's a Bond villain joke after all, Dr. Evil is a prime example of that.)
 
I think MacFarlane had also said they felt Stewie's diabolical villain schemes had sort of played themselves out, so that's why they started doing other stuff with him, like exploring his effeminacy and such.
