Stealing a police car what happens?

what happens if someone steals a police car and if they steal it in MAssachusets and drive it to St Louis??

and also what if they turn the police lights on and pull someone over with it?

what if the police cant find the stolen police car?

and what if they go on the police radio in the police car they are stealing and talking to the police what will the police say back?
