statue of limitations of sex crimes in California?

what if a girl (age 14) has sex with a guy (20 years older) and latter at age 15 has a child, then latter at age 18 marries man. Can he still go to jail for the crime even if the mother of the minor knew about the relationship, and did not complain to law enforcement. but now the parent is dead.Can you also give a web site of where I can find the laws on this? Only real answers please. Thank you
