Starting a new Business in Florida Fictitiously?

I need to know the difference in creating a fictitious name, dba, or forming an s corp. What is a fictitious name used for, when you start a business. Sunbiz Florida wrote me back that anyone can use the same fictitious name that may be on file as you do not own the rights to a fictitious name, then what is the purpose in the first place. ex, Tom Jones dba xyz? I had to file for a certificate of use with the local municipality,because the merchandise I am going to sell needed approval from their zoning and planning division. I had to file for an occupation license with the County I am operating in, filed for State resale tax id, and now a fictitious name. I am doing all of this so I can obtain a State resale tax Certificate so I can buy merchandise wholesale from suppliers, otherwise they wont sell you. Can someone unravel all of this please. If I am just starting a business I thought to incorporate might not be a good idea from the beginning as I do not know how well I will do. If I am successful then how will I be able to register the fictitious name as a Corp if other people are using the same name etc. I am a little discouraged about the process, and do not know which direction I should take. PS I cant afford to incorporate with an Attorney right now. Help Thank you

Steven, I feel your frustration getting the run around trying to find answers just so you can start up your business. Check out the following website from Sharpe Properties that should help you navigate trying to figure out obtaining a Certificate of Use as well as an Occupational License from your City and County. The website provides links to places directly in Miami-Dade and Broward County, but it should at least provide you with some guidance even if your business is not located in those locations.
