I want to start a business. Who do I need to register my business name with to make it official?

How do I create an entity?
 
if in the US; you are already in biz when you want to be; you are a PROPRIETOR. IT is
what is often called 'being in business by default."

you need not register anywhere till you earn some profits but if you are very sticky about
wanting to be "official", city hall will GLADLY take your money!
