Starter Solenoid Problems? 1984 Honda Magna VF700C?

Anyone else run into this problem? I can't tell if the fuse is just blown to bits (jerry rigged it with wire for the time being) or if the whole solenoid is fried. When I turn the ignition all of the lights tur on as normal, but it gives me a "clackity" noise when I hit the starter switch.

I've been popping the clutch down a hill to get it started since this problem arose.
