Starter question for a '83 Honda Shadow VT500C?

I started having problems getting the bike to start, only has a starter button and no kick start. I can push-start the bike so I was thinking it was a bad starter. I got a used starter off eBay and it seems to almost work. It will almost get started but I only get a couple of puffs before it gives up. I checked the voltage on the starter and it would spike up to 13v I checked amps and it was about .06a. Did I get a bad starter? Or could this maybe be an electrical issue. I also have a new battery.
I tried jumping the starter solenoid with the same result, could it be a bad solenoid?
 
I'd begin by cleaning and tightening all the cable ends, including the ground to the engine and the connections to the solenoid.

With the bike in neutral, jump the solenoid. If the starter turns normally, then you probably have a corroded or burnt starter button switch.
Its a fairly common issue.
