starter or not for a 2000 buick regal ls?

My car is not turning over at all. We thought it was the battery but it wasn't. When I turn the key to try and turn the car on, it doesn't turn over but the radio and everything still comes on. Could this be the starter?
 
takes more power to crank car than run radio so clean your battery cables try again just casue you got a light or radio dont mean battery is strong enough to turn motor over not starter it most likely dirty cables or leak battery you can have both check any where clean your cables try again then jump start if it does not start
have charging system check if it does
