Stage 1

Stage I is upgraded air cleaner, exhaust and added fuel.
Stage II is Stage I plus cams. Lots of guys add a BB kit at this point. (and the moco stage II kit does just that)
Stage III is the above two, plus head work
Stage IV is anything you want it to be.

At the dealership, Stage I generally is a SE air cleaner or equivalent, free flowing slip ons, and a stage I ECM download. Instead of the download, you could substitute a Power Commander, FuelPak, SEST or similar method for adding fuel. Back when it was all carbureted bikes, the fuel part was handled by re-jetting.
 
I have the stage 1 upgrade, but thinking about adding a cam upgrade. Any idea of the price range on parts and labor for my 07 electra classic? Dealer price range? or independent?

I don't believe they are offering a Stage 2 (sometimes given as Roman numerals, so you will see "Stage II" also) factory installed outside of the CVO line, and those have been 110 engines since the 96 became the default. The 103 upgrade on an 88 is like the 110 upgrade for the 96, you get into the bottom end and that can get spendy if you aren't doing it yourself. Doing a cam and bearing swap on a new factory 103 isn't a big deal.
