Squeling noise when starting 2003 dodge neon?

Just bought this car and it was making this noise (squecking very loud) when i first started it in the morning and the used car dealer said it was bc the belts were cheap ones and he had good ones put on then for about 3 days the noise was gone but now its back and it happens just about everytime i start it (if its been sitting for 2 or more hours now,) what could it be could it be something really serious?
 
still sounds like a loose or wet belt. sorry to be no help but atleast it doesnt seem serious or costly. when belts become loose or wet from water they will scream.
