what is this gel stuff?

ok i have had my sprint htc hero for a while now but my firmware version is 1.5 and software version is 1.22.651.1
im like 95% sure its supposed to be an updated version but i am unable to update my phone.
whenever i get to the update thing it either says "Device is preparing your services. Please wait...."
or it will say "DM session running in backround please try again later."
It has been doing this practically since i got it and it is getting a bit annoying. can anyone help me with this?
