spore game question...tribe stage?

i know i have to ether conquer or befriend an other tribe
when want to befriend a new tribe a message poops out saying "Instruments allow you to respond to crowd request by pressing the matching buttons"
i don't understand what i have to do
what buttons....i don't have any instruments
