*Spoiler Alert* Cloudstreet by Tim Winton - Does Fish drown at the end?

I just finished reading Cloudstreet by Tim Winton, and I was a bit confused. A few pages before the end, it hints that Fish goes into the water. What happens? Does he drown/die?
 
I don't think he really dies, otherwise the next scene would not be the two women calmly packing up the tent in the backyard.

I think its about a kind of inner death, of the mentally disabled Fish, which liberates another Fish, one with the mental faculties to be the narrator of the book but also with the spiritual powers that make possible the magic realist scenes of flying boats etc.
