special leash for dog walking/running next to bicycle?

Seen a few years ago a tv program that showed a bungee type leash that would not let a dog get too close to a bicycle and elastic enough to not pull you over if they should go out from bike as well. Does anyone know what it is called or where to get one? OR... Any ideas how to take a dog with you while riding a bike?
 
I'm not sure what they are called, but you can get them at pet stores or hardware stores, just tell the clerk what you want it for it is a special leash or harness type things that you can be at a safe distance and ride with your dog.
