Like Esther said, we can't give you a "right" answer.
But, these characteristics are very common in children with ADD. I have also found kids with various Learning Disabilities also have many of these behaviors. the phrase "boring and stupid" almost always mean the student really does not know how to do the work or feels inadequate (LD kids often have poor social skills). This is a self-defense or survival behavior. It is safer for a kid to refuse to do an assignment and be called lazy or stubborn, than to do it wrong and be called stupid.
 
What is this child's condition?
For my class i need to know his condition.

He refuses to do homework, says that it is "stupid" He does not have many friends and characterizes by his peers as "boring and dumb" He irritates his teacher by asking questions off the subject (and which they dont have the answer) HE APPEARS NOT TO BE PAYING ATTENTION, BUT HE KNOWS ALL THE ANSWERS WHEN CALLED ON OR GIVEN A TEST.
 
No one here can diagnose what this child has, but maybe some attention issues or high-functioning autism or asperger's. He actually sounds like a bright boy. Maybe he's just bored with school...maybe it's too easy for him and it's not challenging enough!
