Sore Throat, Fever, Headaches, White spots on throat.

The doctor did the right thing not giving antibiotics straight off - 8 out of 10 sore throats are viral, and many of the others will get better with out antibiotics anyway.

However, I think its time to go back to the doctor to have it checked again. Those strep tests arnt foolproof, and bacteria other than strep can be responsible occasionaly.
 
Just for the record, a fever does not always mean infection. Virus' can also cause fevers. It does sound like strep or mono though.
