Soldier taking emergency leave, what kind of financial assistance could we receive?

My husband and I are stationed in South korea, so if a family member fell seriously ill or passed away it's not exactly cheap to just fly back.
My Grandmother was just hospitalized and it got me thinking that I really need to know what all is available for us if she were to take a turn for the worse.
Anyways, I know the American Red Cross is who we go to for assistance in the process of taking emergency leave, and our chain of command has to approve it. I also heard that the AER financial assistance office is where we go to help us out with travel expenses.. has anyone gone through this process? Do you know exactly what they help with and is it like a loan that we pay back or is this some sort of charity organization? Just wondering who actually qualifies and what they do for you?
Please, if anyone knows or has some idea! I'm hoping we won't have to go through this process, but I would just like to have all the information I can beforehand.
