He's not inept but I think the entire premise is political. Obama cannot simply withdraw immediately so he has to train the Afghani troops before we withdraw. As for whether the Afghani troops will actually be trained enough to hold the gov. - who knows.
Our best chance to "win" came and went years ago.
Now, no matter what we do it will all fall apart after we leave.

All those so call experts that said is a bad strategy to have a end date have been wrong on just about every aspect of the war in Afghanistan so far.
