No, mechanics do not get signing bonuses. The AF only gives bonuses for 9 AFSC's right now. Those are Cryptp Linguists, Pararescue, Combat Control, SERE, Airborne Linguist, TACP, EOD, Security Forces and Weather. These are the most critically undermanned AFSC's.
