So I already have a B.S. in Engineering but love cooking and want to go to CIA?

I have a degree from UT for elctrical engineering. I'm currently working as an engineer for a well known oil company. I love food and have been inspired to be a chef since college but followed through the engineer program due to family and $. I now want to follow my dream and be a chef. I've been researching and found that CIA is the best school for culinary art. What I want to know is:
1) They require 6 months experience in the food and service industry which I obviously doesn't have, all of my experiences are engineer related. Do I need to get that experience prior to applying?

2) Since I already have a degree, does that somewhat shorten the time I need to be in CIA (course credit transfer?)

3) I know the cost is expensive, but does anyone has a rough figure? and does the school has financial aid?

4) Lastly, what is the cost of living in NY (outside of Manhattan) is there cheap places to live?

I know I ask a lot but I really want to follow my dream, thanks for answering.
