SMS for kids

My 13 yr old is dying for a cellphone, having been down this rode with my 17 yr old, I'm wondering if there is a "better" option.

As you've guessed the 17 yr old has probably used 25 minutes of voice time in 2 yrs 22 of those minutes were with me. The rest is txt'g

For the younger one and maybe both is there a discounted "SMS" only plan?

didn't think so....

What about WiFi only? I'm wondering about either an "old/used" iphone? (for which I think there are apps?) or something like
ZIPIT Z2 All-In-One Wi-Fi Messenger

Any others? any suggestions?
 
Right not "everywhere" but certainly a lot of the places she goes...but back to my Q is there a better way to avoid another cellphone / contract / voice plan / SMS plan?
 
If you have a family plan with unlimited texting, I believe that the 9.99 add on line will be included in the texting. That is how ours works. $30 a month add on for unlimited texting, but all lines on the account have it.
 
I'm currently on my own plan and never did text much, but my younger brother recently got to the point where he was sending 10k+ texts per month. So my mother, who runs their Verizon family plan, set up his number so he could only text a few essential people (his girlfriend, the family, etc.) It's done wonders for his attention span and his connection to the real world.
