Depends on what you mean by smoking? Just cigarettes? In that case, definitely booze.

Alchohol by far. It deadens the senses and they don`t know what they are doing. Killing someone would probably seems like a tele film. Like someone else was doing it - until they sobered up!

healthwise, they are both as dangerous as each other, but crime related it is booze that causes the most problems, nobody has committed a crime because they smoked too much
