small english garden?

i love gardening, but i'm not experienced (i need gardening 101)

i have a small balcony, and i love english gardens so peaceful and beautiful

is it possible to create a tiny english like garden in a balcony? and on a tight budget? also maintenance wise are they hard to maintain? (like i wouldn't want to attract more bugs than are out there in the balcony already)
 
I would do container gardening. For plant material, check at your local nursery for plants for your climate. Be sure to watch the weight of your containers/soil as balconies sometimes are not built to hold much additional weight.
But yes, you certainly can create the soothing feel of an English garden with few pests and low maintenance.
