Small Claims Court Help...?

Small Claims Court... Is it worth it? and Does this qualify?
My boyfriend and I bought a dog in March. She was 10 months old at the time. We paid $400 for her. We were told that she was registered and that she was current on all her vaccines and in good health.
Not only have we yet to receive her papers. When I called the vet to get her records faxed over to my vet they had no record of the dog. They did however have a poodle under the woman's name (the dog we bought is a yorkie).
After all of that this weekend my dog got really sick. We ended up taking her to the animal emergency center. It turns out that she has Parvovirus, which is extremely deadly and contagious. We ended up spending just over $1,000 to admit and treat her. We've now had to take her to her regular vet and leave her so she can continue with her IV. That is going to add at least another $250.

With all of that said I am wondering if it would be possible to take the woman to small claims court, suing her for the medical cost.
It is after all her fault. If she had actually gotten the dog vaccinated like she had told us none of this would have ever happened.

If you need any other information e-mail me.

this is our e-mail conversation the day i got the dog::

ME:
Is the Yorkie still available?
If so, how much does she weigh?
And is she current on her vaccines?
Thank you

HER:
she weighs about 5lbs. current on vacc. i just posted the ad today, and she is still available as of now

ME:
Where in Houston exactly? (North, South, East, West, Etc..)
Also, is she in good health? I'm just curious as to why you are wanting to rehome her.
I am very interested in her.

HER:
i am military, and moving out of the country... this week! i really do not want to rehome her, but i am left with no choice. i live in northwest houston off of 290. she is in perfect health and loves people!! she is litterbox trained.. which was a very hard task, so not willingly would i give her up after all that hard work! let me know what you decide to do. i am meeting a potential family tomorrow evening as well.
