Skycap tip requirement?

Is it a requirement to tip a skycap? I had full intentions on tipping before I even dropped off my bag, but before I dropped off my bag today, the skycap guy was rude. In a loud tone he said; "Before you put your bag here, I want you to know that Skycap is a service where tips are required." I've never heard of a "required tip." Why not put a flat rate charge if that's the case? He then told me that seeing as my flight leaves in 30 minutes, there is no guarantee my bag will arrive at my destination. If it does not arrive, they can not ship it to me either. I would have to collect it myself, or have someone else do it. The skycap was on the curb close to gate 56 at the Delta ticketing area of the Kansas City International Airport today at 11AM.
 
It's not a requirement but $1 a bag is fairly typical.

True story. On a trip to Seattle some years ago a colleague who didn't fly regularly asked me when we met at our hotel if tipping skycaps was required when dropping off your bags. I said it wasn't required but I tipped 50 cents a bag. He then said "Hmm, I wonder if that's why my bags are in Boston."
