Skin..moisturize, primer, foundation, spfs...this is all so confusing, help!!?

So, foundation, concealer, primers, spf's...what's the deal? I've no idea what to use, how to start..can someone help?
I have combination skin and I don't like to wear a lot of face makeup but like eye makeup..I have pale blotchy skin and like to tan but heard it'll make me age....

Any advice?
