Since the subject of NASCAR rookie stripes was brought up, When were they first used?

The subject is NOT covered at NASCAR.com. Apparently their rules are to be kept like one big secret, or they would publish them. I have seen this subject cause no end of fights and arguments, and there are probably a lot of screwed up die cast cars out there.
 
it was the mid 90's i think. but not sure. can't remember if gordon had them when he started.
