since HIV mutates why cant they make something to incapacitate its mutating...

...abilities, then remove it? doesn't that seem logical? I mean there's drugs that can manipulate functions and different cells of the body in sooo many ways why not do something like this? or if there is a way to lower the virus count why cant the virus count be lowered to o lets say 0...
