It does sound like it could be a rotator cuff problem. It is good you have an appointment with an Orthopedic doctor. Eight months out is a long time though when you are in pain.
I have a shoulder impingement. Many of your symptoms sound similar to mine. I'd recommend doing an internet search of "shoulder impingement" to see if that really does match your symptoms.
With shoulder impingement, you can have lots of trouble with the upper movements. When it gets bad, it goes down the bicep and arm. I'd have trouble turning my wrist at times because of the inflammation of the impingement. You get bursitis and tendonitis with the impingement. Basically what is happening is that your bursa and tendons are being "pinched" between the ball of your arm bone and the bottom of your shoulder blade. That is what causes the swelling.
PT is always a good first step. Also, my Ortho told me that when the Cortizone works it is diagnostic and confirmed his diagnosis for me.
